Journalism Without Borders Draft Spotlights Canadian Buyer’s Croatian Property Fraud Claim

This 13 October 2014 document contains a Journalism Without Borders / CEN draft headed “Croatian property dream becomes nightmare for Canadian”, written by Rebecca Musgrave and concerning Canadian-Croatian buyer Robert Jelenić, who said he had been left trapped in a property dispute after trying to buy a flat on the Croatian island of Pag. The story sets out how Robert and his late father had hoped to buy a family property in Croatia, but Robert later claimed the transaction became entangled in mortgage, ownership, tax and legal problems involving the vendor, her company, bank documentation and conflicting information about the debt attached to the flat. The document is significant because it shows Journalism Without Borders being used as a public-interest spotlighting mechanism, not as a commercial story sale. The purpose was to write and document the case in order to draw attention to what appeared to be a serious cross-border property dispute and alleged fraud, rather than to syndicate the article for payment. The draft includes chronology, contract background, bank issues, local-lawyer involvement, alleged wider patterns of conduct, family and company history, and a response line stating that a Croatian court would not confirm whether a criminal proceeding had been filed, while Robert’s lawyer said that it had. In the wider evidence chain, it helps document the serious casework and advocacy-style public-interest reporting that sat alongside CEN’s paid news output, including stories where the agency used its reporting skills and publishing infrastructure to help individuals expose wrongdoing without treating the story as a normal commercial product.
